Evolution of the procedure for developing and approving Federal Educational Standards of higher education in the Russian Federation

The article analyzes the changes of the procedure of development and approval of Federal state educational standards of higher education on the basis of the analysis of documents of the Ministry of science and higher education of the Russian Federation 1993, 2005, 2009, 2013, 2019. In the course of the analysis, the complexity of procedures of a constructive nature associated with the involvement of public and professional groups in the process of developing Federal educational standards of higher education was revealed; the shortcomings of the current procedure were noted.
