The article analyses the approval procedure of agreements of division of production by State Duma of the RF. The various points of view in regard to legal nature of the Russian Federation declaration of will in private-law relations existing in the theory of law are analyzed. The author proves the private essence of normative-legal acts, directed at the approval of agreement of production division.
