A conceptual direction of higher education content modernization is connected with the notions extension of nature, principles and didactic possibilities of a teacher professional competence development and its importance for his/her personality growth and career development. It is of high importance to identify functional content and its hierarchy of general pedagogical and special competences: cognitive, communicative, linguodidactic, research, etc. It is really necessary to create a model of Russian language and speech culture teaching in a pedagogical higher education institute. The model which will focus on social competence development creates conditions of using various forms of active cognitive activities to acquire a wide range of skills, important for prospective teachers.
