To the question of the minimum cost of a pedagogical hour

The implementation of educational programs of secondary vocational education (then - SVE) requires highly qualified personnel, primarily teachers and masters of industrial training. This is confirmed by the current state program «Development of Education» approved by the RF Government Resolution № 1642 of December 26, 2017 «On Approval of the State Program of the Russian Federation «Development of Education», where secondary vocational education is named as a priority and strategic direction in the field of education. In order to attract highly educated and competent teachers of educational organizations implementing SVE programs to teach professional skills and competencies to students, the main task is undoubtedly to provide teachers with decent remuneration. Remuneration for a teacher’s work should not only cover the natural needs of a person and his/her family (food, accommodation, treatment), but also be sufficient for the teacher’s personal development (professional development, additional professional education, trips for experience exchange, etc.) In this regard, it seems necessary to improve labor legislation in order to increase the salaries of SVE teachers, in particular, in the form of establishing at the legislative level a guaranteed minimum cost per teaching hour.
