The article considers the stage of initiation of a criminal case as a criminal procedure institute, as the activity of authorized persons and bodies, as a final act and as the initial stage of the criminal process. Such signs of initiation of a criminal case as goals, terms, participants, means and final decision are highlighted. Based on the analysis of signs, the definition of this stage is given.
