On the issue of priority of the method of persuasion

In the article the authors draw attention to the ratio of methods of public administration that is persuasion and coercion. The authors come to the conclusion that the relationship between these terms presented in educational literature does not have full-fledged administrative and legal content and is rather a tradition. Therefore there are no sufficient grounds to recognize the dominance of the persuasion method.
