To the matter of privatization of the state property (based on the example of Novorossiysk Commercial Sea Port)

The article describes the implementation of the Russian Federation state programme “The Federal Property Management”, based on the Forecast Plan Regarding the Privatization of the Federal Property until 2022, and directly the shares of the “Novorossiysk Commercial Sea Port” Joint Stock Company. The author assessed the feasibility of privatizing 20 % of the commercial sea port shares. The survey methodology is based on the works of Russian and foreign economists been involved into the privatization of state property in different years. The article analyzes the chosen method of privatization of port shares (the sale of shares by tender using stock market institutions). The author considers the issue of further effective operation of the seaport privatized, since the privatization of the NCSP took place without proper control by the state and without taking into account the trends of the stock market. The results obtained demonstrate that despite the fact that NCSP occupies the leading position in its sector of the economics, nevertheless, the state sold its share in the Joint Stock Company. Taking into account the aspects of NCSP long-term development, its investment needs necessary to implement the company's development strategy, the access to the world level in the industry, it may have been necessary to take the opposite decision at the state level, and not to privatize the company's shares, but to buy them out as circulating freely on the stock market. After that, to conduct an additional issue in order to increase the state's share in the company's authorized capital and to develop NCSP upon the need to meet the state needs. It is also possible to apply the law on public-private partnership in order to manage and to develop the activities of NCSP further on.
