To the question of improvement of the legislation on administrative responsibility for the handling of solid municipal waste

Since the introduction of legislative changes in the field of utilization of municipal solid waste, the stumbling block of the Russian legislator has become the need to resolve the issue of administrative responsibility for avoiding the introduced mechanism for implementing this process. The author discusses the key elements of this reform, affecting the issues of administrative responsibility for non-conclusion or avoidance of concluding an agreement on the export of solid municipal waste, analyzes the draft amendments, as well as the current legislation to date. The author touches on the problems of the emerging judicial and law enforcement practice on this composition and offers his vision of resolving this problem.
