К вопросу о субъектности во взаимодействии органов власти и населения: проблемы и перспективы

Развитие субъектности органов власти и населения способствует выстраиванию эффективного взаимодействия между равноправными партнёрами. В статье определяется степень активности граждан в готовности совместного участия с органами власти решать проблемы общественного характера. Проводится анализ особенностей субъектности личности, населения, органов власти, выделяются их характеристики. Уделено внимание каналам взаимодействия и определены приоритетные. Особенное внимание уделяется показателям субъективности органов власти и населения во взаимодействии. В своей работе автор приводит результаты эмпирических исследований, мониторингов, проводимых всероссийским центром изучения общественного мнения, иллюстрирующих особенности субъектности населения. Рассмотрены основные последствия влияния субъектности органов власти на субъектность населения при взаимодействии, имеющие положительный и отрицательный контекст. Делается вывод о значимости роста субъектности партнёров для эффективного решения общественных проблем.

On the issue of subjectivity in the interaction between government bodies and the population: problems and prospects
The development of subjectivity of authorities and the population contributes to building effective interaction between equal partners. The article defines the degree of activity of citizens in their willingness to jointly participate with the authorities to solve problems of a public nature. The analysis of the peculiarities of the subjectivity of the individual, the population, and authorities is carried out, and their characteristics are highlighted. Attention is paid to the channels of interaction and priority ones are identified. Special attention is paid to the indicators of subjectivity of authorities and the population in interaction. In his work, the author cites the results of empirical research and monitoring conducted by the All-Russian Center for the Study of Public Opinion, illustrating the peculiarities of the subjectivity of the population. The main consequences of the influence of the subjectivity of authorities on the subjectivity of the population during interaction, having a positive and negative context, are considered. The conclusion is made about the importance of the growth of the partners' subjectivity for the effective solution of social problems.
