On the development of academic personnel in the Russian Far East

The direction of “Human resources and human capital” of scientific and technological development state policy of Russia includes the creation of opportunities to identify the talented young people and help them build a successful career in the field of science, technology and innovation, the development of the intellectual potential of the country. Traditionally, the functions of reproduction of highly qualified personnel are assigned to the research degree institution. At the same time, in modern Russia we can see a decrease in efficiency, as well as substantive and organizational conflicts, coupled with a reduction in the financing of budget places for postgraduate study. The comprehension of the situation is in demand due to the relevance of the reproduction of human capital in Russia, in particular in such geostrategic territories as the Far East. This study is the beginning of a project to study the social well-being, mobility and strategy of graduate students in the Far Eastern regions.
