The highest constitutional value in the post-Soviet countries is the individual, his rights and freedoms. The rights and freedoms, the limitation of which is not allowed, can be attributed to absolute values, and those which may be restricted by law, among the relative. A special place in the system of constitutional values is a priority value (you can restrict all other values except absolute). The hierarchy of constitutional values is rather conditional in a rapidly changing concrete historical situation the development of society and the state and court practice of constitutional control organs. Therefore, the weight of the rights andfreedoms of the individual as the highest value every time it is set to the result of the balancing with other values.
