On the question of the history of the formation of control and supervision activities of the district police commissioner

The article provides a brief historical outline of the formation and development of the system of control and supervisory powers of the local police commissioner. The official responsibilities of certain categories of officials that preceded the formation of the institution of the district police commissioner in modern Russia are considered. Current historical moments in the restructuring of the personnel apparatus are identified, aspects of attracting state peasants to the service are explored. Certain aspects of departmental regulation of the administrative activities of the unit under study in specific areas are noted. Within the framework of the scientific article, the following methods were used: induction, deduction, comparative legal and basic general scientific research methods. In the course of the study, the author's conclusion was formulated that the modern organization of this service has deep historical roots and objective conditionality, which allows us to consider the institution of precinct commissioners as a key element of the domestic state mechanism for ensuring law and order.
