The article examines certain issues of the practical implementation of the provisions of Chapter 25 of the Code of Administrative Offenses of the Russian Federation, which is devoted to the participants in proceedings in cases of administrative offenses. The rights and obligations of the participants are analyzed, the concepts of administrative responsibility and administrative proceedings are disclosed.
