Urban Environment Quality and Quality of Life: Analysis of Interrelationships

The study is devoted to the analysis of the relationship between the urban environment and the quality of life in cities. The formation of a comfortable urban environment directly affects the improvement of the quality of life, and therefore is one of the priority national goals outlined in Presidential Decree 309, dated May 7, 2024. The research methodology includes a comparative analysis of existing rating systems for assessing the quality of cities (Russian and foreign), statistical processing and data analysis. The scientific novelty consists in the study of the interrelationships between the quality of the urban environment and the quality of life using the example of twenty Russian cities divided into 4 groups by population (medium, large, large, largest) and assessed by the indices of the quality of urban environment (hereinafter referred to as IQUE; the assessment is carried out by the Ministry of Construction of the Russian Federation) and the quality of life (hereinafter referred to as IQL; the assessment is carried out by WEB.RF. We revealed that there is a relationship between the indices: cities with high IQUE scores show high IQL scores, while cities with low IQUE scores have low IQL scores in them. For example, Reutov (Moscow Region) has a high IQUE score (273 points in 2024 out of 360 possible), as well as one of the highest IQL scores (671.48 points in 2024). At the same time, the values of both indices of Kyzyl (Republic of Tyva) are among the worst. The limitations of the study are that both indices are not evaluated for all cities of the Russian Federation. In addition, the number of cities being evaluated may vary (for example, in 2024, 1,117 cities were evaluated according to the IQUE, and in 2025, 1,116 cities were already evaluated)
