Public and municipal services are widespread and are a necessary part of the work of public institutions. The process of providing such services is modified every year in response to new societal challenges and contemporary realities. The study of the process and trends in the development of public and municipal service delivery is important from the point of view of historicism and foresight in the near future. The article examines the conditions and concepts of modernization of public services and their priorities in the context of Russia’s legal system, existing socio-economic, political and other challenges. The results will be useful in structuring and understanding the current state of the field of receiving and providing public services, as well as in understanding the prospective trajectories of development. It has been revealed that throughout the implementation of the administrative reform in the Russian Federation there has been systematic and purposeful work to improve the quality of public and municipal services by public administration bodies and local self-governments. All these efforts, despite some persistent problems, have yielded tangible positive results, have developmental trends and this experience suggests that similar systemic efforts could be useful in improving other areas. Data are obtained through data analysis and synthesis, literature, websites and statistics.
