Quality of labour potential in Russian regions

Regional analysis of the labour potential quality is premised with examination of the most important characteristics of the state of the Russian population – health and education. There are identified the main risks caused by the present social policy and impacting the formation of labour potential. Labour potential is defined as a complex socio-economic category summarizing quantitative and qualitative characteristics of the capacity of the economically active population for constructive labour. Qualitative (health, education, qualification, and labour productivity) and quantitative (labour potential size) components are converted to one indicator through index method. Separate components have different crossregional differentiation, but on the whole the maximum difference in the labour potential quality by regions (ranging from Moscow to Republic of Tuva) made 20 times in 2010. In 15 RF subjects the quality of labour potential was above the Russian average.
