Personnel collisions under modernization challenges: domestic practice

The article provides the analysis of personnel policy in modern Russia. Some collisions in the sphere in question including the state migration policy are considered. The author assumes that these contradictions are caused by irrational thinking of the individuals taking the corresponding decisions. Under the conditions of market relations and HR-related problems in the labor market, this behavior pattern of officials is deemed as erroneous, hindering progressive development of organizations, authorities and territories. The majority of managers are unwilling to think differently, although the modernization challenges of present times should have logically forced them to transform their attitude to various aspects of personnel policy. The managers' hope for the efficiency of the old methods is not supported by practice in the changed realities. The collisions revealed will be eliminated only in case of scientific approach of officials to the decisions taken, in other words with rational and logical thinking.
