Staff for the Neo-Industrialization of the Russian Economy

In the era of profound socio-economic and technological transformations, global digitalization and automation of production, systemic transformations in the economy are becoming the basis for economic and technological progress. These transformations concern many areas of economic activity, including the sphere of technological creation, which includes the sphere of production, science and education. The urgent systemic transformations in the industrial complex of the country actualize the implementation of neo-industrialization and industrial modernization projects. The article argues that neo-industrialization is an imperative with the help of which there is a chance to make a breakthrough into the future, provide the industry with domestic technologies, innovative equipment, attract qualified personnel capable of materializing scientific, technical and experimental design ideas for the progressive development of the entire economy. However, technological changes dictate new requirements for professions and their bearers, which determines changes in the country’s human resources potential. The authors note that the state policy of neo-industrialization will allow for a new industrial revolution, implement institutional and structural transformations, increase the demand for highly qualified personnel with multidisciplinary competencies, and adapt the scientific and educational environment to the requirements of the new technological order. To substantiate the formulated provisions and conclusions, the work uses a variety of research tools of empirical, statistical, dialectical and systemic approaches.
