Statement of the problem. The problem of the addressee's accurate understanding of the content of a statement that potentially has connotation is common to both oral and written speech. In the latter case, the perception of the intent of the addressee may be influenced by the punctuation used by him. Among them, a special place belongs to quotes. On the one hand, they traditionally frame fragments from the socalled other words (quotes, etc.), on the other hand, they are able to visually convey the author's assessment of the opinions and judgments of other communicants, whose positions are not shared. However, in some cases, these two techniques cannot be clearly distinguished: they are able to perform in unity. The purpose of the study is to determine the semantics and connotations of such punctuation marks as quotation marks in political discourse. The research methods are traditional: semantic-stylistic, contextual, and discursive. Research results. The use of quotation marks is quite frequent in multi-genre texts of political topics, usually pursuing manipulative goals. Their authors (real or nominal) assert their own - or accepted as such - points of view, as a rule, by rejecting all others, and introduce into the public consciousness the information offered in the status of true information. Being intensively and widely replicated, it is accepted by the masses, usually without being comprehended. One of the clichйs common in Russian political discourse is the phrase enemy of the people. It has semantics and connotations that are extremely advantageous for propaganda purposes, since the plume of associations it entails is inextricably linked with semi-mythical ideas about the Soviet period of Russian history only as a time of general illegal repression. At least two circumstances are interesting in connection with this: the exaggeration of the scale of punitive measures of that time and the constant mention of their innocent victims. Meanwhile, it is known, in particular, that the phrase enemies of the people, which appears in the 1936 Constitution of the USSR, does not mean ideological opponents of the authorities (dissenters), but extortionists of socialist property (thieves). The quotes used by today's speakers in this phrase do not always provide an accurate and unambiguous understanding of the intended evaluability of the statement by the addressee.
