Cluster access to a formation of effective and stable oil-and-fatty subcomplex of the region

The negative tendencies coming in policy and economy of the world integration prescribe the necessity to join the domestic agrarian sciences with oil seed production and processing enterprises in order to create qualitatively new integrated structures. At the same time objective vector of development of these unions must be directed for realization of innovative and investment elements. In current time, the largest vertically integrated association of representatives in oil-and-fatty sphere is “Oil-and-fatty union of Russia”. However, the wide range of task, the union deals with, rests mostly the interests of oil processing factories, enterprises and agrotraders in realization of sales on the domestic and foreign markets. Herewith, the problems of a governmental support and regulations in seeds rotation, as well as development of oil seed market in oil-and-fatty subcomplex of the country continue unsolved. In connection therewith it is rational to form product clusters under a separate region or economic territory which assume objective regulation by federal and regional governments apart from the commercial components. Such kind of integration of participants of oil sector in region is an optimal way of increasing of its competitive ability, decreasing of impact of the negative facts in specific sections of system-important blocks and intensification of available advantages. The primary objective indicators combining economic interest of potential participants of the cluster are: to create conditions for seed production from foundation to certified accounting agricultural and technical requirements and space isolation; to organize a stable seed market; to introduce innovative technologies for realization of a biological potential of oil crops varieties and hybrids; to lower deficit of seeds stocks on the leading oil-extracting plants of the region; to conduct the unitary marketing policy. The key factor of increasing of effective and stable evolution of this integrated union is development and realization of organizing and economic mechanism of cooperation between blocks of cluster system and optimization of their works under mutual profitable collaboration.
