Key factors of the development of the conditions for innovation industrial cluster development

The importance of the cluster concept of territory management is increasing due to the strengthening of geo-competition and to the demand for the improvement of a business-model of innovation growth at an accelerated rate of scientific and technological progress. The research goal is to identify key factors of successful clustering of a regional economy and to model the impact of innovation industrial clusters on the social economic development of a territory. The hypothesis of the study is to consider the clustering of a region as a mechanism providing economic growth and the region's competitiveness in the globalized socio-economic environment. The research is based on the M. Porter’s clustering concept. As a result of studying the world experience and basic theoretical approaches to the region clustering the conclusion about interest increase in clustering in different social and economic countries and regions has been made and key factors that form the conditions for the functioning of cluster formations and contribute to the successful implementation of the cluster strategy have been identified. Main features of the clustering of the economy in developed and developing countries and their differences due mainly to the innovation-oriented cluster formations in developed countries and the predominance of industrial clusters over innovation in developing countries have been revealed. A conceptual model of the impact of innovation and industrial cluster on the socio-economic development of the territory has been developed. The model is based on the interaction of micro-and macro-environment factors. The interests of stakeholders (businesses, scientific and educational sector, investors, partners, regional and Federal authorities) in the application of the cluster strategy of territory development have been evaluated using the method of sophisticated interviewing to understand motivational factors of clustering the economy of Ivanovo region. The project of textile industry cluster of Ivanovo region has been analyzed, SWOT-analysis has been made and four strategies of its development have been proposed - endogenous growth, "smart specialization", digital transformation of the industry, technological and innovative development of the industry on the basis of dynamic catch-up. The results of the study are significantly important for improving the concept of management of socio-economic development of a region on the basis of innovation industrial clustering of a territory.
