In 2018, a new stage of the managerial candidate pool arrangement has been initiated due to the adoption of the Overall Concept of Developing and Using the Managerial Candidate Pool in the Russian Federation and the development of a number of other instruments. This fact updates the problem of the prospective managerial staff assessment in terms of the competency-based approach and implies the clarification of the concept of competence in relation to the concepts of capacity, professional strengths, personal skills, personal and professional resources, and managerial resources. The author proposes to treat the competence of candidates as a set of their knowledge, aspirations, abilities, skills, professional strengths, and personal skills required for the effective performance of their official duties. The study lists the pivotal capacities of candidates covering the full range of managerial functions from the viewpoint of the authorities and the scientific community interviewed.
