Competency-based approach and modern-day risks in the context of philosophy of education

The paper analyzes the modern-day risks in the field of higher education caused by acceleration of technological progress, growth of information flow, globalization. The importance of the personnel training policy renewal based on the philosophical approach, as well as the inclusion of the national system of higher education into the global academic space using the competency-based approach is substantiated. The author considers one of the main social and humanitarian risks caused by the destruction of traditional norms and simulation of the freedom of choice - the identification crisis of a modern student. In this regard, the potential of the competency-based approach in solving this problem in the context of the philosophy of education is investigated. The main motive of the cultural transmission, implementation of which is assigned to the competency-based approach, is to build the skill of conscious perception of what is happening, autonomous action, personal actions within the framework of socially acceptable norms, "social expectations". These primary models of organization of social experience are represented in the education system and act as a conductor of state, social, and personal identity.
