Competency-based approach in physical education

Aim: to provide rationalization for the physical education from the standpoint of competency-based approach. To compose a fully valid educational theory it is necessary to provide the connection between theoretical basics and their practical application. In this respect, the competency-based approach reveals the essence of the physical education process, makes it possible to develop and implement the process of comprehensive mastering of the health maintenance essence which is carried out by the intended specialist, and through fulfilling the specific task this approach provides achieving of the general objective. The paper justifies the expedience of foundation of Institute of Sports, Tourism and Service (ISTS) of SUSU that united the potential of the teaching staff in different PE- and health-related disciplines appreciating the significance of the content of physical education and instructional techniques. Health-maintaining competency is the subjective state of a person, the students’ practical readiness for the health maintenance that is specified with the laws of the body functioning according to its performance typical for all the systems of physical education organization. This competency depends on the level of functioning of the vital parts and systems, namely the revealed generalized characteristics of the certain estimative ideas of health: adaptability, intention, restorability, mobility and development potential of the components.
