The study discusses the possibilities of a competency-based approach when building talent pools for municipal government. The research is conducted to find the most effective way of enhancing municipal staff proficiency (in the context of continuing education available) and examine employee self-esteem in different groups in the workplace. The composition of the concept of competency-based approach is determined in municipal talent pool management. The concept consists of eight fundamental elements that set the trend for training municipal personnel. The emphasis is placed on the performance evaluation of municipal management. The pivotal evaluation criteria include the level of vocational education and learning from the experience, proper fulfillment of professional duties by municipal officials.
