Comprehensive development of the Kaliningrad region based on the civilizational potential of the region

This article examines the civilizational potential of the Kaliningrad region, which allows combining various aspects of the social, economic and cultural development of the region, taking into account its unique geographical location and history. The concept of a "civilizational approach" to the development of a region with different approaches is given. The trends of modern civilizational development of the Kaliningrad region pose several problems and limitations that are based on certain risks and threats, such as: geographical location, economic dependence, low rates of infrastructure development, labor migration. It was concluded that the application of a civilizational approach to the development of the Kaliningrad region can contribute to strengthening its regional status and improving the quality of life of the population. It is important to take into account the historical and cultural heritage of the region, develop its potential and attract investments for the implementation of strategic projects and programs. The civilizational approach is focused on the integration of various spheres of development and the creation of a unique development model that will reflect the peculiarities of the Kaliningrad region.
