Integrated development of territories: how can a new institution not repeat the fate of the "old" Institutions

The author analyzes a new legal institution - integrated territorial development (ITD). Provides a ITD matrix with options for possible combinations of ITD types depending on the presence or absence of development and the category of initiators of territory development. Focuses attention, in particular, on such issues as the ITD for residential development, measures to support ITD projects, administrative barriers in the implementation of ITD projects, and the creation of social infrastructure. Suggests directions for improving legislation on the ITD.
