Integrated approach to solving of problems of labor rating in state and municipal institutions of the Tomsk region

In article problems and results of implementation of the “Program for Gradual Improvement of the Wage System in State (Municipal) Institutions for 2012-2018” regarding labor rating in the territory of the Tomsk Region are considered. The issue of influence of the labor rating system on efficient functioning of certain state and municipal institutions is raised. The reasons of backpedalling on the reform on introducing of work norms in institutions of education, healthcare and culture of the region are revealed. Scientific-and-analytical and practical results of the activity of the Engineering Center for Labor Organization and Rating are presented. A complex of organizational and methodical measures for solving problems in the labor rating systems for institutions of the Tomsk Region is suggested.
