Or the successful functioning of any country’s economy, competent management of its transport complex, including the maritime transport infrastructure, is required. For these purposes, the authors examined the structure of the transport complex of the Russian Federation from the standpoint of management’s subjects and objects and identified their features. The main elements of the maritime transport infrastructure operating on the territory of the seaport were determined. A concept for building a maritime transport enterprise’s management system was developed based on three components: the principles of management, the provisions of institutional theory and the principles of process-oriented management. Problematic aspects of these components for the transport complex of the Russian Federation were identified. It was determined that for the successful implementation of the proposed concept it is necessary to develop a new system for assessing the effectiveness of maritime transport enterprises.
