The “smart city” concept in the Russian Federation as a socio-managerial system

The relevance and novelty of this article is expressed in the definition of systemic features and functions of the smart city determined by the author, considering social regulation for further scientific understanding and practical approximation to the goals expressed in state strategies. The goal is to present the sociological and managerial foundations of the systemic nature of the smart city and to outline its socio-vital managerial functions, considering the context of the sociology of management as a sociological and regulatory theory. The smart city needs horizontal management links and a dialogue of subjects for the predictability of the behavior of this system when linear development is interrupted. Research hypothesis: subject-to-subject management and socio-vital functions (adaptation, integration, involvement) increase the sustainability of the smart city in the context of digital transformation. Theoretical and methodological basis: structural and functional analysis, systems approach, socio-regulatory theories and concepts according to V.V. Shcherbina, synergetic approach. The methodological basis of this article uses the methods of analysis, synthesis, induction, cause-and-effect logical relationships.
