Conceptualization of a system of social services for families with children: regional dimension

Social services for families with children is a specific social activity aimed at increasing the opportunities of a family in self-provision of basic needs, promoting stable family functioning and effective performance of parenting and socialization of children. The objects of social services for families with children should be families with minors. These families make up family structures, different in types and composition, life cycle and are considered as a multi-personal client. The functions of social services for families with children include prevention, social rehabilitation, adaptation, security, compensating, resources, communicative and intermediary, personal and humanistic, as well as social and humanistic functions. However, the functional and institutional boundaries of social services for families with children are not clear and are constantly expanding due to the addition of new objects, destination and activities that previously were characteristic of other subsystems of social sphere. This leads to attempts to apply methodological approaches specific to certain departments. Combining norms of legal regulation at all levels of the system of social services for families with children allows identifying the family as a collective unit, a multiple personal client, and fully contributes to performing the functions, specific to the system of social services for families with children.
