Conceptual and legal bases of state protection of the rights of disabled people to work and business activity

The article raises the problem of a conceptual approach to the legal provision of issues of protection of the rights of persons with disabilities to work and run a business. Despite the fact that the problem of employment of disabled people in our country is given considerable attention by the state, to date, the economic situation of disabled people remains at a low level. The author considers one of the main problems to be the lack of a comprehensive approach both in the legislative and law enforcement practice of the Russian Federation. The paper shows the "weak points" of the Russian state policy in the sphere of labor and employment of disabled people, and concludes that it is necessary to make more balanced decisions in terms of tightening anti-discrimination aspects and incentive measures for employers.
