Constitutional right of access to cultural values in the system of cultural human and civil rights in the Russian Federation

Introduction: The article analyzes the constitutional right of access to cultural values in the system of cultural human rights in the Russian Federation. Purposes: The author analyzes and compares the right of access to cultural values with the right to participate in cultural life and cultural institutions, freedom of information, freedom of creativity and the right to education. Methods: The methodological framework is a set of general scientific research (dialectic, analysis and synthesis, specification, comparison) and private-scientific methods of research (formal-legal, comparative law). Results: The article describes the characteristic of the cultural rights, their legal fixing in the international and domestic law. The author believes that one of the fundamental elements in the system of cultural human rights in the Russian Federation is the right for access to cultural values. As a research problem, the author has defined an attempt to justify the author's definition of the right for access to cultural values​​, to estimate the relationship of the right for access to cultural values ​​with other cultural rights The author comes to a conclusion that at the moment the legal nature of cultural human rights, especially in doubt in the scientific community, is recognized internationally. The right of access to cultural values, being, on the one hand, an independent constitutional right, on the other - acts as an important part of other cultural human and civil rights fixed in the Constitution of the Russian Federation. Conclusions: The right of access to cultural values is a key in system of the cultural rights, however, its full implementation is possible only in close cooperation with other cultural human and civil rights enshrined in the Constitution of the Russian Federation.
