Constitutional foundations for ensuring the activities of the President of the Kyrgyz Republic in implementing laws on the procedure for considering citizens' appealsa

The article analyzes the main functions performed by the Administration of the President of the Kyrgyz Republic in supporting the President's activities in reviewing citizens' appeals and complaints. The author outlines the legal features of the laws regarding the procedure for reviewing citizens' appeals in Kyrgyzstan, analyzes their shortcomings, and provides a number of scientifically grounded proposals for their elimination and improvement. The constitutional powers of other executive bodies in ensuring the comprehensive implementation of the main laws of the Kyrgyz Republic in the field of reviewing citizens' appeals, statements, and complaints were also studied. The main functions of the Administration in the field of handling citizens' appeals, as well as the functional and legal support of the President of the Kyrgyz Republic's powers, are revealed. Additionally, strategic directions for enhancing the effectiveness of state governance in the process of reviewing citizens' appeals, as well as for effectively improving the activities of the President of the Kyrgyz Republic and other executive bodies, are identified.
