Constitutional basis of territorial public self-government in the Russian Federation

The article presents the provisions of the Constitution of the Russian Federation that enshrine the foundations of local self-government and are related to the development of territorial public self-government (TPG). It is noted that since 2003, territorial public self-government has moved to the federal level of legislative regulation. The legal field regulating the activities of TOS in the constituent entities of the Russian Federation included in the Southern Federal District (Volgograd Region, Rostov Region, Astrakhan Region and Krasnodar Territory) is characterized.
