The article examines the theoretical and legal aspects of the functioning of institutions of direct democracy. The main approaches to direct democracy in the legislation of foreign countries are analyzed, and the importance of developing electronic forms of democracy in the Russian Federation in order to increase the legitimacy of public authority is noted. It is noted that it is impossible to fully agree with the exclusion of institutions for the recall of officials and the law-making initiative of citizens, since: firstly, the lack of demand for the recall of deputies is partly due to the lack of mechanisms for the implementation of the recall; secondly, the initiative project proposed instead of the law-making initiative of citizens requires a more complex execution procedure (prior approval at a meeting of citizens at the place of residence residence).
