With the support of the relevant norms of the Basic Law, the potential of environmental provisions of the Constitution of the Russian Federation is further strengthening. In connection with this, the need to establish a balance of public and private interests in environmental protection becomes topical. Therefore, the role of the state in maintaining ecological order grows and becomes decisive. It is also important to find a balance between administrative, managerial and civil law, contractual methods of regulating public relations related to environmental law. Therefore, the role of the state in maintaining ecological order grows and becomes decisive. The Government of the Russian Federation manages state-owned (federal) property, including natural resources, and is obliged to ensure the implementation of a unified state policy in the sphere of ecology in Russia. The Constitution's provision on the right of everyone to reliable information on environmental conditions presupposes the right of individuals and associations of citizens to access to the full and objective information on environmental conditions.
