Construction protest as a tool for expressing disagree with authorities

This article attempts to define the concept of constructive protest, considering it as a tool for expressing peaceful disagreement with decisions or actions (inaction) of public authorities and proposing a specific solution to a certain socially significant problem. The concept of constructive protest is revealed through the constitutional right of citizens to participate in the management of state affairs in its substantive (non-electoral) manifestation, in conjunction with other constitutional rights and freedoms. The author opposes constructive protest to popular uprisings and mass riots, considering them illegal. The ways of expressing constructive protest regulated by the legislation are analyzed.
