Contract system as a tool increasing the effectiveness of state and municipal budgetary expenses

This article describes the pattern of development and disclosure of the concept of state order in the legal and economic context. The features of the Russian contract system are highlighted. The main criteria of the state order are studied. Some shortcomings of legal regulation of the Russian contract system are highlighted.
