В статье исследуется государственный контроль (надзор), осуществляемый Госавтоинспекцией МВД России за реализацией органами местного самоуправления и их должностными лицами полномочий в сфере обеспечения безопасности дорожного движения, а также за соблюдением соответствующих требований. Проанализированы нормативно-правовые основы данной деятельности, определены её объект и предмет. Автором выделены характерные черты, отличающие указанный контроль от федерального государственного контроля (надзора) в области безопасности дорожного движения. Раскрыто влияние муниципальной реформы на формирование компетенции органов местного самоуправления в рассматриваемой сфере. На основе данных правоприменительной практики выявлены недостатки правового регулирования и осуществления контроля, предложены пути их устранения.

Control (Supervision) Over the Exercise of Powers in the Field of Road Traffi c Safety by Local Self-Government Bodies
The article examines the state control (supervision) exercised by the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia over the implementation by local self-government bodies and their officials of powers related to ensuring road traffic safety and compliance with requirements in the field of road traffic safety. The regulatory and legal foundations of this activity are analyzed, and its object and subject are defined. The author identifies characteristic features that distinguish state control (supervision) over the exercise of powers by local self-government bodies in the field of road traffic safety from federal state control (supervision) in the field of road traffic safety. The influence of the municipal reform on the establishment of the competence of local self-government bodies in the studied area is revealed. Based on law enforcement practice data, shortcomings in the legal regulation and implementation of state control (supervision) over the exercise of powers by local self-government bodies in the field of road traffic safety are identified, and ways to eliminate them are proposed.
