Today we face the new paradigm of development, which means that on the one side digitalization is penetrating into all the major spheres and on the other side it facilitates the process of interaction (cooperation) between a person and the government. Brand-new opportunities for people’s involvement in not merely social projects and programs are arising, but also in ideas generation and in joint implementation of the new meaningful initiatives (which is greatly important). With advances in Internet the phenomenon of crowdsourcing has appeared (the instrument of mobilization of both tangible and intangible resources for joint resolution of social goals and social projects creation in a spirit of joint participation) and in the present work we would like to learn how to make the best of crowdsourcing combined with the social networks growing impact on additional resources and ideas attraction for current directions of national development the country interest on the one hand and on the other hand to boost the “inclusion” (joint participation) of citizens in terms of both finance and responsiveness of public opinion under the principle of “e-democracy’ and monitoring local community’s results.
