Creative Industries in Russia: Legal Issues and Development Prospects (Example of Tyumen Region)

The relevance of creative industries lies in their ability to generate economic growth and new jobs, which makes them a priority of state policy. The article examines the problems and prospects of legislation regulating this area, including an analysis of regulatory acts of the Russian Federation and the state of legal regulation in the Tyumen region. Recommendations are offered to improve the legal environment and personnel training, as well as to strengthen interaction between government agencies, businesses and educational institutions. This will create a model of cooperation that promotes innovative development of the region and strengthens its position in this area at the federal level. The results of the study can be used by government bodies of the Tyumen region and other subjects of the Russian Federation to improve regional legislation in the field of creative industries.
