Crisis of the social state and risks of social structure evolution

The paper deals with the risks arising from changes in the social structure of society, as well as the basic technologies used in this society. The study examines the impact of these changes on the functioning of social and political institutions. The paper states that the system of social and political institutions of any society is based on a certain technological structure, the level of which determines their development. A change in the technological order also implies a subsequent change in the functioning of social and political institutions. If institutions are unable to adapt to the change of technological mode, they die. The current worldwide transition to the sixth technological order provokes a serious crisis of social and political institutions, most of which were formed in the framework of agrarian civilization. In particular, a serious crisis awaits the institution of the state, one of the private manifestations of which is the crisis of such a form of state as the social state. The crisis of the social state is associated with a change in the typical models of interaction between citizens and society, when the state, controlling the system of property relations, reduced the complexity of social life, reducing it to more or less manageable forms of property and power hierarchy. Another aspect of the problem is that the crisis is not only the state as an institution, but also society due to the fact that national-territorial identification is gradually replaced by professional and socio-cultural. These processes also affect the education system. Technological and social progress is, however, not automatic, there is always some part of society that contributes more to it. In relation to Western society, we are talking about the middle and creative class, while in Russia these concepts do not overlap much. If the middle class can be identified with the bureaucracy and the bourgeoisie, the creative class is more identified with the category of “new poor”.
