Cultural policy of the regions of the south of Russia at the present stage: experience of a comprehensive study of regional strategies

The purpose of the study is to determine the degree of effectiveness of strategic planning as a tool for implementing cultural policy in the regions of the South of Russia at the present stage. The methodological basis of the study is the institutional cultural approach to regional cultural policy, developed by the authors. The field of regional cultural policy is conceptualized on the basis of the views of Pierre Bourdieu, who viewed the social field as an autonomous system within which subjects of political action interact, based on a synthesis of systemic, institutional and axiological analysis. On the basis of the listed theoretical foundations, a methodology for structural and logical analysis of strategic planning documents in the field of culture has been developed. Results of the study: for the first time, a comprehensive analysis of regional cultural development programs was carried out in the constituent entities of the Southern and North Caucasus federal districts, regional features that influence the nature and pace of solving problems in the field of cultural policy were identified, target indicators of cultural development were identified and typologized for the first time, and their comparative analysis was carried out analysis. The authors note that the lack of unified approaches to program results leads to a decrease in the effectiveness of regional cultural policy strategies. The theoretical conclusions and proposals presented can be used in the process of improving the mechanisms for implementing regional cultural policy at the present stage.
