Cultural policy of Russia: project-based vector of the creative sector

The dissemination of project management principles and the development of the creative sector in the context of cultural and civilizational changes are closely linked to the renewal of methodological approaches to the study of cultural policy in Russia. Humanistic ideas regarding quality of life, the reproduction of cultural identity, and the strengthening of human capital are oriented towards preserving value bases and creating opportunities for the development of a creative economy. The achievement of the outlined goals is facilitated by the innovation and thoughtfulness of the project management mechanism, based on humanitarian values and ideals. In accordance with these principles, three approaches to the strategy of modern cultural policy in Russia have been identified, generalized in conceptual value-semantic discourses. The system of targets that make up the essence of the state cultural policy includes the idea of value justifications for economic growth during the introduction of qualitatively new technologies and approaches into the system of innovative public administration.
