Qualimetric and digital models of effective contract implementation in higher education institutions

The article discusses the problem of improving the quality of teaching and increasing the attractiveness of academic work through the introduction of an effective contract system. The authors discuss the difficulties and tasks related to the establishment of fair criteria for evaluating the activities of academic staff as well as the problem of implementing effective and qualimetrically sound procedures for collecting, verifying and presenting the results of academic staff. The systemic principles and methodological founda-tions underlying the effective contract system were considered. An overview of the most well-known qualimetric models for evaluating the work of academic staff in Russia and abroad was presented. The ad-vantages and disadvantages of the models were analyzed. To solve the problem of correlating various indi-cators with different units of measurement, a new system of qualimetric analysis of the labor indicators of the academic staff was offered. This system helps to solve a number of problems related to the implemen-tation of an effective contract system. The role of digital technologies was emphasized as a leading factor in increasing the system efficiency. The authors conclude that the introduction of effective contracts is one of the steps towards overcoming outdated stereotypes and creating a competitive educational environment.
