This article discusses such aspects of licensing as licensing subjects, as well as the content of the licensing procedure. Among the subjects are: licensing authority, license applicant, licensee. The article examines the essence and procedure of the licensing procedure. Analyzing the legislation, the author comes to the conclusion that licensing always represents the adoption of a legal act, which is the basis for the emergence, modification or termination of rights and obligations.
