Introduction. Individualization and concretization of legal regulation are an actual problem of the modern theory of law. A local act is one of the effective means of individualizing the legal regulation of public relations both in the public and private legal sphere. Purpose/objectives. In the presented article, the main purpose is to analyze a local act as one of the means of individualization and specification of legislation in the process of legal regulation of public relations. The tasks are the analysis of the concept of a local normative act, its key features and place in the system of legal regulation of public relations, the identification of the main properties of local acts, the study of some problems of local regulation of public relations in organizations of various forms of ownership. Methodology. In the course of the study, such methods as dogmatic, comparative legal, sociological, descriptive, formal legal and others were used. In general, the study was conducted in the spirit of the normative theory of law. Conclusions. Local regulations of organizations of various forms of ownership can be recognized as a source of law containing legal norms aimed at regulating public relations within these organizations. Along with the current legislation, local acts occupy a very significant place in the system of legal regulation of public relations. Local acts are adopted on the main issues of the activities of organizations of all forms of ownership. These acts make it possible to take into account the opinion of the labor collective and representative bodies when adopting them, to “bring” legislation closer to the specifics of the activity of this organization, i.e., in fact, to act as a means of specifying legislation in relation to a specific sphere of public relations and the specifics of the activities of authorities and organizations of various forms of ownership.
