Local regulatory legal acts in the mechanism of legal regulation

The mechanism of legal regulation is the most important theoretical structure used for understanding of a set of legal tools that have a regulatory effect on social relations in their dynamic unity. The complexity and diversity of social relations in the modern society, which is in need of legal regulation, make it impossible to develop rules with a necessary level of specification only in a centralized manner. The most effective tool which specifies statutory provisions and by-laws in accordance with a specific character of organizations, their departments, as well as organizes social relations generally not regulated by common norms, though requiring legal regulation are local regulatory legal acts. Despite the fact that this type of legal acts is widely used in practice and it’s an object of numerous studies both of a sectoral and general theoretical nature, the problem of their place and importance in the mechanism of legal regulation has been neglected. The paper deals with the stages of legal regulation, carried out in the context and on the basis of local regulations, as well as publication of these acts as the legal right of an organization. The author makes an attempt to classify the legal facts that create, change or terminate the relations regarding the adoption of local acts and the relations regulated such acts.
