Today Russian universities has agglomerated a considerable intellectual potential — intellectual property assets obtained from academic, research and technical activities. University, opting for the innovative path of development, is in urgent need of main conductors of new technologies and innovations, i.e. small innovative enterprises (SIE). The university's important task in the chain of interaction with small innovative enterprises is to bridge the gap between technological advance and number of intellectual property objects, embedded in innovative market through the development of commercial products based on intellectual property. Transformation of completed R&Ds into a new product or technology leads to the increase in university employees' incomes, as well as to the improvement of small innovative companies' financial status, making them less dependent on external, namely governmental funding. That is why, it is important for university to adequately evaluate the strategic position of its small business entities in which real possibilities of rapid development of scientific results currently outrun the needs of insusceptible-to-innovation domestic economy.
